This issue is not reproducible in ArcGIS Maps SDK for Javascript 4.28 until 4.30. If you are still encountering this issue, contact Esri Support Services and reference this defect.Workaround
- Change the minimum or maximum scales of the label classes.
- Use a feature layer.
- Do not use ArcGIS Maps SDK for Javascript 4.28 or 4.29.
