In the ArcGIS Field Maps mobile app, offline areas cannot be opened on the device if OpenStreetMap Topographic is used as a basemap.

Additional Information
ArcGIS Field Maps does not support multi-sourced layers or basemaps for offline use, and the OpenStreetMap Topographic map is a multi-sourced basemap.Workaround
Use another tile layer as a basemap, such as OpenStreetMap, OpenStreetMap (Streets), or OpenStreetMap (Navigation).
