In the ArcGIS Experience Builder Map widget, setting a custom initial view does not reflect in the Edit UI until the page is refreshed, if the Home Map tool is disabled.

Workaround
Save the experience and refresh the browser at the top left, or enable the Home tool, or update the initial view and disable the Home tool after.
