Known Limit
After review by the development team, it has been determined that this issue is related to a known limitation with the software that lies outside of Esri's control. The issue's Additional Information section may contain further explanation.
Additional Information
This is a limitation on database types. Integer and decimal data types do not have a length. The bind::esri:fieldType and bind::esri:fieldLength column must be used to specify the type and length of field to be created in ArcGIS (see https://doc.arcgis.com/en/survey123/desktop/create-surveys/esricustomcolumns.htm#GUID-1176C96B-41CA-4607-8F19-86AC2E9A66E0). It is not a method for limiting the input to a numeric field.
Use the 'input mask' column to provide a set format for data entry by using characters and symbols.
