Bug
In Portal for ArcGIS, when opening a web map containing an item added from ArcGIS Online (Search for Layers > ArcGIS Online), the error message, "Error: The layer could not be loaded" is returned even though the service loads in the web map.

Duplicate of BUG-000119799.Workaround
Add the service using the REST endpoint URL by clicking Add Item > From the web, rather than searching for the item in ArcGIS Online.
