In Portal for ArcGIS, when a web map is configured with a basemap that is no longer available, the web map does not open, and therefore, users are not able to change the basemap.

Additional Information

If the basemap is not available we cannot say if it used to be a tile or dynamic service, which changes the way the operational layers are added. For older webmaps we don't even know the spatial reference of the basemap. We cannot always switch to an Esri basemap, because it might not be available or might not fit to all operational layers.

Workaround

This issue can be worked around at Portal for ArcGIS version 10.5: 2) The basemap can be repaired using the '&basemapUrl=http://domain/server' URL parameter e.g https://portal.domain.com/arcgis/home/webmap/viewer.html?webmap=f2d29a67580141b3bbd963a2db621193&basemapUrl=http://services.arcgisonline.com/arcgis/rest/services/World_Shaded_Relief/MapServer
