In Portal for ArcGIS, the link to 'Download the service provider metadata' to set up the Security Assertion Markup Language (SAML) login is clickable but does not work until the SAML configurations are saved.

Duplicate of BUG-000139352. This is addressed in ArcGIS Enterprise version 10.9.1.

Workaround

Fill in the required parameters, and save the Security Assertion Markup Language (SAML) configuration.
