This issue was not reproducible in-house and will not be addressed at this time. If the issue persists, contact Esri Support Services.Workaround
The 3D features are displayed correctly in ArcGIS Pro. The behavior is as expected when publishing to ArcGIS Online and Portal for ArcGIS 10.8.1.
