Bug
In Portal for ArcGIS, printing using a custom print service returns an error, "Error executing tool. Export Web Map : Missing or invalid layout template file. Failed to execute (Export Web Map)." when the layout of the service is created in ArcGIS Pro.

Additional Information
Create .pagx files from ArcGIS Pro versions 2.9 or older in order to publish to an ArcGIS Enterprise versions 10.9.1 or older server. It is possible to publish in ArcGIS Pro 3.0 or (to an ArcGIS Enterprise 10.9.1 or older server) but .pagx files must be created in ArcGIS Pro with a version that is 2.9 or older. This is because .pagx files created in ArcGIS Pro3.0 or above cannot be read by servers in ArcGIS Enterprise 10.9.1 or older.Steps to Reproduce
