In Portal for ArcGIS Map Viewer, fields are displayed in alphabetical order when enabling default pop-ups if the service is published from a service definition (SD) file.

Additional Information
This is fixed in the ArcGIS Enterprise 11.3 release.Workaround
- Reorder the fields manually in the pop-up configuration menu.
- Publish directly to ArcGIS Enterprise from ArcGIS Pro (without using an SD file) to keep the field information as it is in ArcGIS Pro.
