Additional Information
This issue is not reproducible in Portal for ArcGIS 10.7.1.Workaround
- Publish a map service to ArcGIS Server 10.7.1.
- Use the individual layer which contains /0 or /1 appended to the end of the service URL, instead of adding the service directly to the map (https://<ArcGIS Server machine>/server/rest/services/<service name>/MapServer).
