In Portal for ArcGIS 10.6.1, the 3D point layer has missing points when shared as a web layer from ArcGIS Pro.

Additional Information
This is not a simple bug to fix or patch. Increasing the number of points displayed in Scene Viewer requires a whole new implementation of the point scene layer and how Scene Viewer deals with point graphics. This implementation is included in Portal for ArcGIS 10.7.Workaround
- Export as a Scene Layer Package (.slpk).
- Upload to Portal home using Add File > From My Computer.
