In Portal for ArcGIS 10.4, when upgrading to a highly available Portal, the join site and upgrade process fails if there are any 'db*' folders in the c:\arcgisportal directory.

Unable to reproduce.

Workaround

To resolve, moved all the db files in \arcgisportal into an archive folder, or by deleting them and restarting Portal for ArcGIS.
