Not reproducible in-house.

Workaround

Open any of the effected web maps in Portal for ArcGIS map viewer to confirm the operational layers are correctly displayed. Save the map, making nominal changes if needed to prevent using ‘Save As’ and changing map names, and then reload the application. All layers now display correctly.
