Additional Information
The workflow outline, in this case, re-open the dashboard in the same browser tab as the data edit, and as such, the value and previous value is always the same. This is the expected behavior.
The Previous Value option with the Indicator element works with the refresh interval of the layer. If the dashboard remains open longer than the refresh interval and the underlying data is updated, then these values will differ.
Workaround
Use the reference value as a fixed value, and manually input the correct previous value.
