In metadata, if there is no ‘general use limitation’ but there is a ‘legal use limitation’, the legal use limitation is exported as both the Distribution Liability and as the use constraints.

Workaround

If the word ‘None’ is entered in a general constraint use limitations (even though using ‘None’ is not a recommended practice), it is exported as the use constraint, and the legal use limitation is exported as the Distribution Liability.
