This issue is fixed in ArcGIS Pro 3.8.Workaround
If a cloud cover percentage of zero is added manually in the ArcGIS metadata editor, it is exported as it was before. The section is Resource > Content > Image Description > Band > Cloud Cover Percentage.Steps to Reproduce
