In Map Viewer, layers with 'By layer' enabled to allow search using a map layer are removed from the layer list when editing is enabled or disabled.

This issue is not reproducible in ArcGIS Enterprise 11.5 and later.Workaround
Unsupported Workaround:
Use ArcGIS Assistant to manually enable the tile package for offline basemap use.
