This issue is not reproducible in ArcGIS Online with the information available. If the issue occurs, please reach out to Esri Support Services for a continued investigation.Workaround
Set the target field nullable by checking the 'Allow NULL' check box. Then use the form configuration on ArcGIS Online Map Viewer and ArcGIS Field Maps Designer to define the field as required.
