Workaround

1) Browser to the following location:/installDir>/arcgis/java/web_output/services/WEB-INF/classes2) Edit the arcgis_wshandler.properties file as the following:arcgis.som.domain=<leave it blank>arcgis.som.username=<leave it blank>arcgis.som.resource.hosts=<leave it blank>arcgis.som.password=<leave it blank>3) restart ArcGIS Server.
