In Collector for ArcGIS, hosted tile layers cannot be downloaded for offline use when published from ArcGIS Pro to Portal for ArcGIS 10.5.1.

This issue is not reproducible with Portal for ArcGIS 10.6.x, as this issue is addressed in newer versions.Workaround
The suggested workaround is:
- Upgrade the Portal for ArcGIS account.
Or,
- Open ArcGIS Pro and connect to Portal for ArcGIS 10.5.1. (https://supt0011703.esri.com/portal - username: devtest password: devtest1)
- Add a feature class to the map.
- Publish the feature class as a hosted feature layer to Portal for ArcGIS 10.5.1.
- Once published, open the hosted feature layer item details.
- Click Publish > Tile Layer.
- Then use the tile layer as the base map.
