In certain configurations, publishing services from ArcGIS Pro to Portal for ArcGIS that has multiple federated servers may result in the service being published to the incorrect federated server.

Workaround

From the Portal sharing API, update the ‘Server Name’ parameter of the Federated Servers to be different from each other (say ‘hostedserver’ and ‘imageserver’)https://machine1.domain.com:7443/arcgis/sharing/rest/portals/0123456789ABCDEF/servers/<serverID>/update
