In Attachment Viewer under ArcGIS Instant Apps, thumbnails do not display if the feature service has a filter applied to it.

Workaround
- In ArcGIS Enterprise 11.1, create a view layer, use it in the web map and create an instant app for the thumbnails to show.
- In ArcGIS Enterprise 10.9.1, export the filtered data, publish as a new feature service and use that layer in the web map.
