In ArcMap set in the French language, the result of the Layer to KML (conversion) tool does not create an output with the correct coordinate and display an incorrect position when added to Google Earth.

There is no plan to address this specific bug in ArcMap. It is recommended to transition to ArcGIS Pro.

Workaround

In ArcGIS Administrator, change Display Language from French to English for ArcMap 10.6.1.
