In ArcMap, running the Generate Origin Destination Cost Matrix tool consumes additional credits irrespective of the limited number of destinations to find.

Additional Information

The Generate Origin Destination Cost Matrix tool calculates credits based on the number of input origin -destination pairs and not based on the number of features created in the output Origin-Destination lines. As a result specifying a cut-off or limiting the number of destinations to find, has no effect on number of credits consumed by the tool. For example, based on the input dataset provided with this defect, the origins (DA_Centroids) has 500 features and destinations (BMO_Branches) have 223 destinations. This means there are 500 x 223 input origin destination paris. So, the total credits consumed by the tool is 500 x 223 x 0.0005 = 55.75. Note that specifying number of destinations to find does not affect the credits consumed. The credits are same even when users find all destinations from each origin or only some destinations from each origin. The documentation at https://doc.arcgis.com/en/arcgis-online/administer/credits.htm#ESRI_SECTION1_709121D2C7694DCAB9B8592F36F7A5BA describes this as '0.0005 credits per input origin and destination pair' and not as 'output origin-destination pair'.
