In ArcMap or ArcGIS Pro, when sharing a map service with the tiling option, at scale level 21 there are pixel seams where the tiles are matched together.

Additional Information
When caching high-resolution imagery, the seams become visible where the tiles are adjacent to each other. To overcome this issue, cache additional scale levels.Workaround
