In ArcMap and ArcGIS Pro, converting a 16-bit raster dataset that has a 'NoData' cell to 8-bit raster dataset using the Copy Raster tool with 'Scale Pixel value' checked assigns a value to the 'NoData' cells in the output TIFF file.
