In ArcMap, adding an ArcGIS Online custom basemap from the organization's custom basemap gallery does not display the basemap layer if the web map is created and saved with Map Viewer. If Map Viewer classic is used to create the web map, the custom basemap layer is displayed in ArcMap.

Additional Information
ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support and will be retired March 1, 2026. Mature support means the end of functionality-based patches and hotfixes; therefore, this issue will not be addressed. There are no plans for future releases of ArcGIS Desktop, and it is recommended that you migrate to ArcGIS Pro.
