In ArcMap 10.8.2, an error occurs where a script tool using a request module to get a response object in the script executed successfully when run for the first time but fails every time after the first run. The same behavior is applied when publishing the script tool as a geoprocessing service to ArcGIS Server 10.9.1.

The development team has considered the issue and concluded it will not be addressed. If this is still a concern, contact Esri Support Services.

Workaround

Change the Python code to be compatible with Python 3 (ArcGIS Pro environment). Run the script tool in ArcGIS Pro. Re-run and it works as expected. When publishing the script tool from ArcGIS Pro to ArcGIS Server 10.9.1 the geoprocessing tool work as expected after re-run.
