Bug
In ArcMap 10.8.2, a tile package (.tpk) created using the Create Map Tile Package tool disappears when zoomed in, but works fine when created from the 'Tile package...' option on the main menu.

Additional Information
ArcGIS Desktop (including ArcGIS Engine and ArcObjects) is in mature support and will be retired March 1, 2026. Mature support means the end of functionality-based patches and hotfixes; therefore, this issue will not be addressed. There are no plans for future releases of ArcGIS Desktop, and it is recommended that you migrate to ArcGIS Pro. To create a tile package in ArcMap, click File > Share As > Tile package....
