In ArcMap 10.4.1, the 'Table to Domain' tool only works successfully with file geodatabases and not with enterprise (SQL) geodatabases.

Create the domains in a file geodatabase and import a feature from the file geodatabase to the enterprise geodatabase and the domains are imported as well.Steps to Reproduce
