In ArcMap 10.4 and ArcMap 10.4.1, the spacing between Korean characters in the labels is inconsistent in the display when panning and zooming in a map document.

Workaround

Experiment with other fonts. The issue was first discovered when labeling with Arial. Just changing the font to Arial Unicode MS, for example, improves the spacing in both ArcGIS Desktop 10.3.1 and 10.4.1.
