Additional Information

Core Zonal tool donot support overlapping polygon.Use Supplemental tool from: http://www.arcgis.com/home/item.html?id=3528bd72847c439f88190a137a1d0e67

Workaround

Input zones containing overlaps are flattened down to one layer before performing the zonal operation. The 'Zonal Statistics as Table 2' tool processes the input in a different way, preserving the overlapping nature of zonal inputs.<a href="http://www.arcgis.com/home/item.html?id=3528bd72847c439f88190a137a1d0e67" target="_blank">http://www.arcgis.com/home/item.html?id=3528bd72847c439f88190a137a1d0e67</a>
