In ArcMap 10.2.2, the 'Zonal Statistics' and 'Zonal Statistics as Table' tools do not calculate statistics for the entire polygon if there are overlapping polygons.

Additional Information

Core Zonal tool donot support overlapping polygon.Use Supplemental tool from: http://www.arcgis.com/home/item.html?id=3528bd72847c439f88190a137a1d0e67

Workaround

Input zones containing overlaps are flattened down to one layer before performing the zonal operation.
