In ArcGIS Workflow Manager (Classic), if the path assignment is configured with a group, or the current user is also a member of the group, the job remains with the current user instead of being assigned to the group.

This defect has been logged for a deprecated Esri Product and a version in mature support. If users continue to encounter this error in a supported release of ArcGIS Workflow Manager, please contact Technical Support.Workaround
Add an extra custom step (ReassignJob) to the workflow instead of assigning the step in the path properties.
