Bug
In ArcGIS Survey123 3.11, creating feature report templates or generating reports for pre-existing surveys that are published with either 'select_one_external' or 'select_multiple_external' question configured fails and returns the error message, "Item specified by surveyItemId does not exist or is not accessible."

Workaround
Do not include external select questions within the survey.
