In ArcGIS Server 10.8.1, the Update Feature attachment from ArcGIS REST API is not functioning properly.

Additional Information

This issue is concerning the order of attachments in the Map Viewer pop-up window. The order changes in an attachment after an update in the response JavaScript Object Notation (JSON) for attachments resource for a feature. The Map Viewer pop-up displays the attachment in the following order. If a feature has 3 attachments, the attribute pop-up displays attachments 3, 2 and 1. After updating attachment 1, the order changes to 1,3,2. While this is the order in which the records are returned, the IDs of the attachments are still intact. The order in the result is not guaranteed unless there is a specific 'order By' parameter in the feature service request.
