In ArcGIS Runtime SDK for Windows Mobile, the CollectFeaturesTask does not update the database when a feature layer has associated attachments; however, the CollectFeaturesTask works if attachments are disabled from the geodatabase. The 'SimpleDataCollection extension' help documentation does not indicate if the attachments need to be synced separately.
