In ArcGIS Pro, when German (Germany) is configured as the region language format in the OS settings, the defined scales do not display correctly for symbol categories with scales, if the map's scale list is customized by loading scales for ArcGIS Online/Bing Maps/Google.

This issue is addressed in ArcGIS Pro 3.1.Workaround
Save the ArcGIS Online scales as a file to a disk and reload the scale list from the file.
