Bug
In ArcGIS Pro, when a raster is clipped using the Clip tool, the newly created world file ‘.twf’ has the decimal symbol as ‘.’ and does not adhere to the systems regional settings or ArcMap language pack.

This is as designed. When writing out a file, ArcGIS uses the symbol '.' for decimals and this can be read correctly in the German locale or other locales.Steps to Reproduce
