From the development team: This is actually an enhancement request. The issue mentioned the setting showed up in ArcMap. That is because ArcMap’s geoprocessing (GP) environment setting is not contextual, meaning that all environment settings will show up for every tool. The Mosaic To New Raster tool actually does not support Snap Raster in ArcMap too. Refer to this document: https://desktop.arcgis.com/en/arcmap/latest/tools/data-management-toolbox/mosaic-to-new-raster.htm The proper workaround is to utilize a mosaic dataset in the file geodatabase to manage the collection of images the user would like mosaicked together. Then, use the Copy Raster tool to convert the entire mosaic dataset to a single raster dataset with the Snap Raster setting.

Workaround

  • This behavior happens in ArcGIS Pro on versions 3.2.x, 3.1.x, and 2.9.x. 
  • The Snap Raster field is available in other tools on ArcGIS Pro, such as the Copy Raster tool and the Export Raster tool.
  • The Snap Raster field is available in ArcMap 10.8.2.
