Workaround
Try the Direction Direction Constructor rather than the Intersection constructor. It requires an extra click for each guide line but may work while this issue is outstanding. Also ensure that mid-sketch vertex editing is toggled off. It is on the Edit toolbar.
Additional Notes:
- This functionality works in ArcMap - refer to the behavior in ArcMap in the video attached (ArcMap.mp4)
- Tested using ArcGIS Pro version 3.0.0 and 3.1.2 and the issue was reproducible.
