Additional Information
This is by design. While a map frame can support multiple measured grids and graticules (for example a user want to display both UTM and state lane grids), only one Reference Grid per map frame is supported. Once the map frame has a reference grid, ArcGIS Pro does not show the Reference Grid as an option in the Grid gallery since the map frame already has one and user cannot add another.
Workaround
Delete a reference grid from the Contents pane in the layout view. The Reference Grid options re-appear when there is no reference grid in the layout.
