Workaround

Encoding the file in UTF-BOM is not necessary anymore. In the DI Workbench app canvas, change the setting of the CSV2 reader in the Character Encoding parameter of the Advanced tab to the appropriate encoding. Choosing System Default (fme-system) fixes the issue. This configuration works with Data Interoperability for ArcGIS Pro 3.0 and 3.1 but not 2.9.x.
