In ArcGIS Pro, the Project Raster geoprocessing tool fails and returns the 999999 error when the output raster is in TIFF format and the cell size is very small.

This issue is addressed in ArcGIS Pro 3.4.Workaround
Use a larger output cell size (the best practice is to use the output cell size calculated by ArcGIS Pro or the default).
