In ArcGIS Pro, the Pairwise Buffer geoprocessing tool produces an empty output when the dissolve parameter is set to 'Dissolve features using the listed fields' unique values or combination of values' and the Environments Output Coordinate System is different than the coordinate system of the input layer.

This issue is addressed in ArcGIS Pro 3.4.

Workaround

  • Set the Dissolve parameter to 'No dissolve' or 'Dissolve all output features into a single feature'.
  • Change the Environment Output Coordinate System to match the coordinate system of the input layer.
  • Use the Buffer tool rather than the Pairwise Buffer tool.
