Additional Information

For both raster and vector data, the Classified\Graduated renderer both add class breaks in ArcGIS Pro by right-clicking on the class breaks area and choosing Insert Class Break (above or below).

Workaround

Switch to a different classification method, change the number of classes, and switch back to the Manual Interval method.
