Additional Information

This is as designed. The existing feature class used is 2D. The feature class made by the tool is 3D. The tool works differently depending on whether the input is 2D. 2D input offsets the observer point from the surface while the offset is not applied to 3D input since it is assumed to already be positioned correctly.
