This issue is fix in ArcGIS Pro 3.4 onwards. If the issue persists, contact Esri Support Services for further investigation.Workaround
Use the 'Horizontal in polygon', 'Horizontal around polygon', or 'Curved around polygon' options in the label class pane. Alternatively, create the labels with the 'Straight in polygon' placement, then convert the labels to graphics to be brought into a map with the vector tile package.
