Response from distributor: Worked with the customer and concluded that there is currently no bug. A different workflow was suggested. If an issue is identified in the future, it can be submitted as a new bug against the most recent version of ArcGIS Pro. Therefore, this can be marked as closed and non-reproducible.Workaround
Perform the workflow in ArcMap involving the Paste Special function.
