Additional Information

The TPKX file uses a tiling scheme where content is cached at 36K, where the data is visible. ArcGIS Pro resamples the cache content from the closest cache level (36K) in between the scale ranges (36K to 72K) for a good experience. The 36K tiles are resampled at 40K. To ensure cache is not rendered at 40K, you would have to ensure data does not render at 36K.
